Mini pack 2.2.4.21 requires service pack 2.2.4.20.
Both service pack 2.2.4.20 and mini pack 2.2.4.21 are available on fix central. You may apply them in a single step or separately. The Mini Pack is applied using the same procedure as the Service Pack, see the Service Pack's "Installing the Update Release" section. For general information on updating to 2.2.4.20, please refer to service pack 2.2.4.20 readme here.
If you apply service 2.2.4.20 from fix central, mini pack 2.2.4.21 will be automatically applied.
