Reclaimed slots in Spectrum
Symphony 7.1.2 and Spectrum Conductor with Spark 2.2.1 cannot be released if
the corresponding SIM exits before reclaim is complete. Under race conditions,
this behavior causes some sessions to not get available slots and consequently
hang. This interim fix provides a resolution for this issue.
