This fix resolves the following issue: PAC startup fails if the perf daemon has not started before the pmc daemon.

This fix resolves the following issue:
-When the PAC daemon (includes the perf daemon and the pmc daemon) is added as a system init daemon, the pmc daemon fails to start when the PAC host is starting if the perf daemon has not yet started. The message says the pmc daemon is started, but it has not.
