This fix addresses the following issue:
An XDR error message ("MCB_channelJobDecsnToRemote: MCB_sendDispDecsnToCluster() failed") occurs in mbatchd, and the job cannot be forwarded to a remote cluster.
In MultiCluster lease mode, an uninitialized variable sometimes causes an mbschd core dump.
In MultiCluster lease mode, a buffer overflow occurs when the lease.state.file is too large, causing an mbatchd core dump.
